• California Department of Motor Vehicles (CA DMV): As a special advisor to the Chief Digital Transformation Officer of the CA DMV, she supports the adoption of the California mobile driver’s license (mDL) and fosters international collaboration for the program. She also co-led two successful California mDL Community Hackathons focused on real-world use cases for the public and private sectors.

• International Civil Aviation Organization (ICAO): She is instrumental in evolving the Global Air Cargo Trust Network concept, a long-term ICAO initiative that leverages public key infrastructure and verifiable credentials.

• International Air Transport Association (IATA): She co-authored the Aviation Security Trust Framework White Paper, which established a comprehensive framework for building a new layer of digital trust upon existing aviation governance structures.

• United Nations Development Programme (UNDP): She leads the Regi-TRUST project within the UNDP HIV and Health Group, where she collaborates closely with the World Health Organization. Regi-TRUST is a multi-layer trust registry infrastructure designed to agnostically support various digital credentials, wallets, and verification systems across different ecosystems.

Lucy has been a central figure in the digital identity and trust community, driving collaboration and growth through key leadership roles. She co-founded and led a boutique consultancy focused on go-to-market and ecosystem-building for standards-based digital credentials.

During the pandemic, she served as the Community Director for the COVID-19 Credentials Initiative (CCI), a global effort to enable interoperable, privacy-preserving health credentials using verifiable credentials. Her strategic guidance was instrumental in fostering a collaborative environment for digital credential implementers worldwide.
